REPORT THAT VEHICLE!
Ok. Someone sent me a text message some time ago saying that if I had a complaint with a taxicab (i.e. not accepting me as a passenger, or overcharging, etc) or any other vehicle on the road, I should memorize the vehicle's plate number and report it to the Land Transportation Office via telephone number: 7890.
Being naturally cynical of any info I get from mass emailing, I decided to test the number out. True enough, it is a 24-hour complaint desk. You can phone in a complaint and you better be ready to follow it up because in a few weeks (or months) you will be asked to appear in the LTO, face to face with the driver or owner of the vehicle you are complaining about.
Finally! There may be hope yet for the Philippines.
